Two people died and three were seriously injured when a vehicle struck pedestrians in Manhattan on Friday.
Police arrested the 61-year-old driver and are investigating possible causes including a medical emergency, mechanical failure, road conditions, or human error.
Authorities say there is no evidence of terrorism as inquiries continue, ongoing.
